Refactor package hierarchy and remove legacy bus protocol implementations (#845)

* Refactors package hierarchy.

Additionally:
  - Removes legacy ground tests and configs
  - Removes legacy bus protocol implementations
  - Removes NTiles
  - Adds devices package
  - Adds more functions to util package
