0f5065fbf3 tilelink: WidthWidget rewrite beat merging 
- errors are properly OR reduced
- registers latched only as needed (was previously a shift register)
- combines beats without inspecting address (removes addr_lo dependency)

* Refactors package hierarchy.

Additionally:
  - Removes legacy ground tests and configs
  - Removes legacy bus protocol implementations
  - Removes NTiles
  - Adds devices package
  - Adds more functions to util package
