Pass --enable-linux when configuring riscv-gnu-toolchain.

Browse Source 
So that make commands in the riscv-gnu-toolchain build dir work right.
Otherwise, a make check or make all in work/riscv-gnu-toolchain will build a
newlib toolchain which is confusing.
